Putnam Among 31 NY Counties Where Some Fireworks Are Legal

PUTNAM COUNTY, N.Y. -- While the majority of fireworks are still illegal in the state of New York, a new law permits sparkling devices for use in Putnam and 30 other counties.

According to New York State Penal Law, sparkling devices are permitted for use by individuals aged 18 and over. Sparking devices are ones that produce a colored flame or shower of colored sparks, whistling noise or audible crackling and smoke. The devices must be hand held or mounted on a spike or base and can only contain 1 to 500 grams of pyrotechnic composition.
