Southeast Town Board Adopts Crossroads 312 Findings Statement

SOUTHEAST, N.Y. -- The Southeast Town Board voted 3-2 at its Dec. 18 meeting to adopt the findings statement for Crossroads 312, town officials confirmed, with Supervisor Tony Hay and Councilwoman Lynne Eckhardt being the two dissenters.

The adoption means that the project's environmental review is winding down, according to state law. The process is governed by the State Environmental Quality Review Act (SEQRA). 

In November, the Town Board voted, also by 3-2, to accept the project's Final Environmental Impact Statement (FEIS). The site is near Route 312 and Interstate 84.

The proposal calls for 143,000 square feet of retail and restaurant space, along with a 100-room hotel. The project's applicants, Crossroads 312, LLC and JPH Development Corp., are requesting that the site be rezoned from the current RC to one that is called HC-1.

Hay shared a copy of his remarks to Daily Voice, which express concerns about the project's traffic and about whether the hotel will be developed.

"Once the Town changes the zone to accommodate the applicant, the Town should have some sort of guarantee that a hotel will actually be built on the site," Hay statement says. "That guarantee at a minimum should take the form of a bond or some other financial non-performance instrument if a hotel is not built within a reasonable amount of time."

Several Southeast residents have voiced concerns about the project, covering aspects that range from traffic to air quality and noise. Some people have voiced support for the project, citing the inclusion of a hotel and impact to the commercial tax base. 

The Town Board voted unanimously to refer the rezoning local law to the Putnam County and town Planning Boards, according to town officials. It also voted unanimously to schedule a Jan. 22 public hearing on the rezoning, according to town officials.
