The arrest stemmed from a Putnam County 911 advisory broadcasting an erratic vehicle complaint on Monday, April 25, police report.

The Village of Brewster Police Department located and stopped the erratic vehicle on Main Street, according to officials.

Troopers assisting the village police arrested the driver, identified as Jeffery G. Welles, after an investigation revealed that he was intoxicated at the time of the traffic stop, police report.

Welles was charged with felony DWI when a criminal history revealed that he was previously convicted of DWI in 2014; he was also charged with driving a motor vehicle without a court ordered interlock device and operating a motor vehicle while his driving privileges were revoked, officials report.

Welles provided police with a positive breath sample that revealed a blood alcohol content of .23 percent, more than two times the legal limit of intoxication, police report.

The defendant was arraigned in the Town of Carmel Justice Court and remanded to the Putnam County Jail in lieu of $5,000 cash bail or bond, according to officials.

He is scheduled to reappear in the Town of Carmel Court on Monday, May 2, police report.
