Michael Collins, 51, was charged after Officer Brian Forde arrived on scene and found Collins outside of the vehicle, unsteady on his feet, and smelling like alcohol, said Chief Alexander DiVernieri.
He was administered a number of field sobriety tests and was charged with aggravated DWI after his blood alcohol level came back at more than three times the legal limit of 0.08 percent, said DiVernieri.
Collins' charge was elevated to a felony when a background check revealed he had a previous DWI conviction within the past 10 years, police said.
He was released to his family and is scheduled to appear in court on May 24.
