Josh O. Javier, 31, of the Bronx, was captured Wednesday afternoon after he crashed his car, and he and his passenger ran from police, said North Salem Police Chief Thomas Howley.
The second man, who was not captured, has not been identified, Howley said.
Javier was also wanted by New York City Police on a parole violation warrant, said the Department of Corrections and Community Supervision.
Police believe the second man is no longer in the area, allowing the Katonah-Lewisboro School District to return to its normal schedule Thursday after a lockout during the manhunt.
