Kent police received a call around 8 p.m. Sunday regarding a man slumped over the wheel of his vehicle at Route 52 and route 311. Officers responded and found Andrew Seibert of Stormville, passed out behind the wheel with the vehicle still in drive and his foot on the brake, DiVernieri said.

When officers woke Siebert, they administered field sobriety which he failed, police said.

Officers recovered nine packets of heroin during a search.

Siebert was charged with possession of a controlled substance. He is being held at the Putnam County Jail on $5,000/$10,000 cash bond. He is scheduled to appear in court on Dec. 4.
