Troopers only had a description of the vehicle and broken auto body pieces of the suspect vehicle when the investigation began immediately after the crash on Friday, Dec. 15.

The following day, a trooper observed a vehicle matching the description speeding on the Taconic State Parkway in the Town of Pleasant Valley and initiated a traffic stop.

Further investigation revealed that Ceferino J. Garcia was responsible for striking the victim’s vehicle, police said. Garcia was also found to illegally possess controlled substances during the traffic stop.

He was charged with criminal possession of a controlled substance in the seventh degree, and leaving the scene of a personal injury auto accident, both Class A misdemeanors.

Garcia was issued with the uniform traffic tickets and an appearance ticket returnable to Town of Pleasant Valley Court on January 2, 2018.
