A 31-year-old woman struck by a fleeing vehicle on Route 17 Monday evening, Oct. 19 has died, police confirmed. Estuardo "Stuart" Rodriguez, 31, of Tarrytown, NY, was lodged in the Bergen County Jail on nearly a dozen offenses tied to the crash, according to jail and court records.
